Professional Training
Legal studies in Italy, followed by qualification as an attorney, led to initial professional focus on Administrative and Tax Law, areas characterised by continuous interaction with public institutions and regulatory systems. Early professional development included legal training at the State’s Attorney District Office of Catania, providing direct exposure to public litigation and institutional legal practice within the Italian legal framework.
Advanced postgraduate specialisation in Administrative Justice and in Judicial Cooperation within the European legal space strengthened expertise in multi-level governance, judicial coordination and cross-border regulatory systems. Participation in European programmes, including specialised training on strategic procurement within the URBACT framework, contributed to a deeper understanding of public procurement strategies and urban governance at European level. Complementary training concerning the European Convention on Human Rights further reinforced familiarity with supranational legal standards and their interaction with domestic legal systems.
This academic path culminated in the achievement of a Ph.D. in Model-Based Public Planning, Policy Design and Management at the University of Palermo. Doctoral research focused on strategies for reframing territorial perception through cultural and city diplomacy within performance-oriented governance models, applying systemic analytical tools to examine identity, institutional dynamics and international positioning.
Academic research and professional practice have progressively converged into an integrated advisory approach in which legal analysis, policy design and systemic governance methodologies operate as mutually reinforcing dimensions.
